FTR, this will of course not magically bring back the lost thumbnailer
ddebs, but from the next upload on the ddeb-retriever should archive
them correctly.

I think it's working reasonably well now, with test cases, and much
faster than the previous retriever. I also added several safety measures
to avoid losing ddebs, like queueing them locally up to 30 days (in case
they are stuck in a PPA or in binNEW).

Summary: ddeb-retriever needs to stop believing the component in
ddebs.txt and figure it out from the package indexes instead. This needs
quite some rearrangement of the code, so it's not a 5-minute fix I'm
