Hardy has now been open for some time ... bugzilla in debian is still
not on 3.0 in any version:

So, will 8.04 LTS ship with Bugzilla 2.22, which is already deprecated
before 8.04 has even been shipped,

Well, stable / testing / unstable of Debian all have Bugzilla 2.22 at
the moment, not 3.0. So syncing from Debian won't help at this point.
Searching for Debian Bugzilla 3.0 produces some mailing-list talk from
June and July about 3.0 not being packaged yet, but no estimates of
timescales for
