Cannot confirm this on our 18.04 installations.
Btw. bug is:
DistroRelease: Ubuntu 14.10

therefore EOL.

Problem is a bit deeper... Some core component doesn't load in time and queue
is broken. GXNEUR is not graphical application; it switches layout of text you
have entered if it was wrong. 5 seconds for it seems OK.
