It is not moving away from a scope that resets the department, it is
starting a search that resets it.
As far as i understood that is how it is specified. And i think it's the
scopes plugin that does that.

As Albert says, it's typing a search query that resets department and
filters. This works as designed, i.e. departments and filters are only
shown in surfacing/browsing mode and disappear as soon as user enters a
search query.
