This is fixed, by providing a helpful warning message instead of
crashing, in Xenial's apparmor 2.10-3ubuntu2:

tyhicks@sec-xenial-amd64:~$ sudo rm /etc/apparmor.d/local/usr.sbin.mysqld 
tyhicks@sec-xenial-amd64:~$ sudo aa-complain /usr/sbin/mysqld 

Include file /etc/apparmor.d/local/usr.sbin.mysqld not found

       Status: New => Fix Released
