I see a similar behavior on Xenial, installing Ubuntu + KDE packages.
File dialogs, dolphin and systemsettings all require double clicks,
ignoring the single-click setting.

I have the same problem.
Also some file open dialogs (i.e. kate) use double click.
The mouse in system settings is set to single click.
