This is a problem with apache itself, and not with phppgadmin. For some reason, /var/log/apache2/ is not writable by apache. You need to have a working apache2 before you can set up and use phppgadmin. Maybe you can just delete the log/apache2 directory and reinstall apache? ** Changed in:
