This is indeed a Gtk3 issue. I tried Gtk 3.16.3 from ppa:ubuntu-
desktop/ww and the issue no longer reproduces.

After some discussion w/ Marco, he determined that this is some issue in
Gtk3. Adding that package as affected too.

After some investigation, this seems to be some issue in the Panel or
Menus. I can reproduce this by hand. If the menu is opened and the
mouse pointer is between halfway and below on the Panel, then the menu
does not close on click for some reason.
