  I have tried using synclient to set VertScrollDelta to negative values.
  I have tried using Mouse and Touchpad In Settings Manager to reverse
  the scrolling direction on SynPS/2 Synaptics Touchpad. I have also tried
  disabling scrolling. Nothing works. Changes are not reflected in any
  application. I think this is a critical must fix bug.

Brian, as per www.dell.com/support/home/us/en/19/product-
support/product/inspiron-11-3147-laptop/drivers an update to your
computer's buggy and outdated BIOS is available (A05). If you update to
this following https://help.ubuntu.com/community/BIOSUpdate does it
change anything?

If it doesn't, could you please both specify what happened, and provide the 
output of the following terminal command:
sudo dmidecode -s bios-version  sudo dmidecode -s bios-release-date

Hi Chris. There are no bugfixes listed in Bios update A05. I am not
willing to update the BIOS for this. Futhermore I am appalled you have
designated this as a low priority issue when clearly something is
fundamentally broken with the Ubuntu input stack.
