i don't know if it solve all the problem you encountered, but i have
same issue (bfmtv video ok but no sound, but on another url though). i
have solve it with vlc 2.2.1 :
Tools > Preferences > Input/Codecs > Demuxers > MPEG-TS:
- Disable 'Trust in-stream PCR'
- Check Seek based on percent not

- first i've loaded freetuxtv (0.6.6) and selected the 'bfmtv' channel: i
get the video but no sound
- then i try the same channel via vlc (2.2.1-3)

and the latest vlc version is newer on Debian:
vlc (2.2.1-4) unstable; urgency=medium
* debian/control:
- No longer suggest videolan-doc. It is very outdated.
- Remove transitional vlc-plugin-pulse package.
- Remove obsolete Breaks and Replaces.
