I can see this behavior in Ubuntu 19.10 (gnome-screenshot 3.33.90): * If you press PrintScreen or Shift+PrintScreen then screenshot is saved as a file to the folder Pictures instead of showing gnome-screenshot dialog (see also bug 927952).
