build an instance, and install the docker.io package and then make an
AMI.
Booting from that AMI, cloud-init is REALLY broken. Only runs the
NoDataSource data source. None of the other cloud ones trigger (ec2,
rightscale,

First, the following is a bit simpler user data to reproduce:
