This issue also happens when upgrade from 15.10 to 16.04. From apt-
term.log, dpkg tries to configure initramfs-tools before plymouth-theme-
ubuntu-text, which actually generate /usr/share/plymouth/themes/ubuntu-
text/ubuntu-text.plymouth in configure script.
I think there're 2 ways to fix this pr
issue occured after second or third dist-upgrade after clean install of 16.04.
first dist-upgrades after install went well.
had to reinstall system thereafter.
