Public bug reported:

/etc/dhcp/dhclient-enter-hooks.d/debug is broken

It outputs the name of the variable twice, rather than the contents of
the variable, e.g.

ipaddress='ipaddress'

The fix is to change eval "content=\$var" to eval "content=\$$var"

I believe the fixed script is attached to this bug
