I have the following version of lxc installed on my juju machine:
user@landscape14:/var/log/lxd$ sudo apt-cache policy lxc
lxc:
Installed: 2.0.5-0ubuntu1~ubuntu14.04.1
Candidate: 2.0.5-0ubuntu1~ubuntu14.04.1
Version table:
*** 2.0.5-0ubuntu1~ubuntu14.04.1 0
100
So, what was the final resolution to this? I'm having a very similar
issue.

I got the expected error:
$ juju bootstrap

juju-local must be installed to enable the local provider:
