My computer is up-to-date and I'm having this issue right now just like
Chris Cowan described. I don't remember having problems before though.
The VPN menu only shows "Configure VPN..." and a grayed out "Disconnect
VPN". I can still use the VPN via command line with "$ nmcli connection
up id
Yup, problem seems to be solved now. Closing the bug.

I no longer have my issue with VPN connections being unavailable. I
assume an update fixed it.
