What about graphical packages like keepassx, keepass2, galculator, and
all kinds of others that are missing? Do packages have to be manually
whitelisted?

GNOME Software is designed to show only GUI applications. It does not
show CLI packages. If you are familiar enough with using CLI programs
then you'd better install it with the terminal.
