kvm-ipxe is not available in 15.10, which means you are installing it
from some place else. The error message indicates that the package ipxe-
qemu has already laid down files that kvm-ipxe is conflicting with. The
solution is to use ipxe-qemu.

Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I'm marking this bug as 'Incomplete'.
