I've had the same problem on the same laptop (Dell XPS 13 9350) with Ubuntu
Gnome 16.04.
I've had this since I've started using the networkmanager-openvpn and
networkmanager-vpnc plugins in order to be able to connect to a VPN service.
Also, since I've been using Xenial since the beta release
Works after only reloading the brcmfmac module btw...

I was able to restore wireless networking by removing and re-loading the
modules as follows:
sudo rmmod brcmfmac
sudo rmmod brcmutil
sudo rmmod cfg80211
sudo modprobe brcmfmac
This is only a temporary fix, needs to be repeated after reboot. Has
worked 2 for 2 attempts for me so far...

Definitely seems to be brcm-driver related; I swapped my card for an intel 8260
and everything works like a charm.
If any logs are needed I can provide from my macbook pro with the same issue.

I've tried kernel 4.6rc3 to no avail (same machine, Dell XPS 13 9350).
The thing has the broadcom 4350 card.
I'm running a 4.4 lowlatency kernel on this machine, which is not
upgraded automatically or anything, so the problem can IMHO not come
from a kernel change, but it must be something
Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.6 kernel[0].
If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.

There isn't much here to indicate anything is wrong with
NetworkManager's handling of the wireless interface. This looks rather
like a kernel issue, or at least the driver being confused by the device
renaming done by udev rules/systemd.

I can confirm this bug, same machine and after an update a day or two
ago I lost wifi and now only have "automatic ethernet" (not in english)
in the dropdown where we select what network we want to connect to. The
option to turn off wireless is also gone. ifconfig shows lo and wlp58s0.
