I know we want Unity8 to respawn on occasional/rare crashes. But we need a different plan for immediate start-up crashes... For those you need to soon fall back to something else that will at least display a picture (USC I guess). The default respawn limit is 10 within 5 seconds [1]. We definitely want unity8 to respawn, but maybe we just need to increase the time limit (since it probably takes quite a bit of time for unity8 to crash - it likely misses the 5s mark).
