This seems like a simple yet annoying bug that is coming up on its 2
year anniversary. Can we get the option to pick UTC (or any timezone)
back in the Xenial/16.04LTS installer please?

I've also hit this bug. After a KVM install, I needed to run:
* sudo dpkg-reconfigure tzdata
* select "None of the above" (last option) and "utc"
