I have enabled proposed repo already. For two reboots I haven't
problems. But this require more reboots to confirm. I will use system
for few next days and add post if problem is resolved.

Accepted console-setup into xenial-proposed. The package will build now
and be available at https://launchpad.net/ubuntu/+source/console-
setup/1.108ubuntu15.2 in a few hours, and then in the -proposed
repository.
Please help us by testing this new package.

Also just got greeted by this message. QkiZ's fix seems to work for me
as well (for the last few reboots), but given the sporadic nature of the
bug I can't be sure.

resolved by rebooting, after 1-2 tries its starts OK
