looks like Telekom (Cosmote) and Orange have status = forbidden

but i used Cosmote before using Digi, i'm not sure what Celluar /
Carrier & APN / Carrier is supposed to do

same here, arale/rc-proposed, i only see 2 carriers Digi.Mobil and
Vodafone RO. missing Orange and Telekom RO

We do little except ignore blacklisted operators in System Settings.

I got similar problem in Spain to find a Vodafone network in roaming
when I'm subcribed to a Free Mobile subscription.
