I updated from 16.10 to 17.04.
This problem disappeared on Ubuntu 17.04.

Same problem here. fcitx fails to load when first log in to Ubuntu
desktop. Workarounds: Log out then log back in works. Or manually start
fcitx.
It looks like fcitx crashed when first loaded:
