Thanks for your bugreport.
The error here is that not all translations are on the CD. Please try
again and select that update-manager is permited to fetch some files
over the internet. This got relaxed in later versions of update-manager.

I had the same problem upgrading from 7.04 to 7.10 with the Alternate CD
(which I am using because of a free transfer limit of 800 MB per month).
The full failure message in the grafical interface was:
