Bugs,
it would help to list in detail here what shortcuts should be added for
the root account. From the bugs you mentioned I see two things
* shortcut to Filesystem AKA / in the tree
* shortcuts to mounted volumes/removable drives
Correct? Exhaustive?

Neither of these statements are related to Nautilus. In both described
situations, the Gtk+ FileChooser(Dialog) is what takes care of these
actions. However, I'm not sure that the fix is at all an easy one;
rather, applications should get PolicyKit support to escalate their
privileges as needed
