Public bug reported:

Use Raspberry Pi 3 with Ethernet cable connected to a router with DHCP.

Test case.
- Build Raspberry Pi 3 image with edge channel.
- Flash image.
- Insert SD Card and boot device.
- Press Enter to start console-conf -> wlan0 has an IP now obtained 
automatically on boot.
- Deactivate eth0 IPv4.
- Introduce the credentials for the wifi network.
- Press Done.

Expected result.
- As wifi support is broken in Raspberry Pi 3, neither wlan0 or eth0 are 
activated, user must be back to network screen.

Actual result.
- console-conf continues to U1 account setup screen, and validates the IPv4 
address on eth0, that was deactivated.
