Public bug reported:

I noticed that the installer selects the locale automatically, based on
the timezone. I stay in India - timezone Asia/Calcutta - and the locale
automatically selected was en_IN. Due to this certain characters -
mostly ' and ` - and not properly rendered in man pages and some command
outputs.

Hence, I would request a feature - please make it possible for the user
to select the desired locale while installing. IMHO it would be proper
to include such an option in the "Expert Settings" part of the installer
(i.e. where grub and popcon are configured - i forget the exact name of
that mode).
