Isn't the real bug that the automatically selected locale doesn't work properly? What do you mean by properly rendered? Note that ' and ` are *not* literal characters in manual pages, as commonly misunderstood; they are rendered as left and right single quotation marks. But this happens on all distros where en_IN locale is selected - the quotation marks are not shown properly. They show up as some weird characters ..
