I was able to run apport-collect via ssh when booted into the Ubuntu
kernel.

radeon: black screen after upgrade from 14.04 to 16.04 on
apport information
** Description changed:
After upgrading from Ubuntu 14.04 to 16.04, the screen will stay black
after GRUB (backlight is on) when booting with the new 4.4 kernel
(linux-image-4.4.0-57-generic). Booting with the old 3.14 kernel will
make the screen work again.
This
apport-collect will give me the same output as ubuntu-bug, namely that I am not
running an Ubuntu kernel and refuse to do anything else.
The official 16.04 kernel will only produce a black screen.

with the same result.
