Unfortunately your bug report does not show any output from the installation of the shim-signed package. But I notice that the contents of your /boot/efi/efi/ubuntu directory are a bit unusual: FSCK.000 fsck.001 FSCK.002 fsck.003 FSCK.004 FSCK.005 FSCK.006
