* Build without 05-openssl1.1_fix_data_mgmt.patch, since Ubuntu is still
on openssl 1.0 and this is incompatible. LP: #1657179.

tpm-tools 1.3.9-0.1 has been synced into zesty-proposed, but it has
failed to build on all architectures because it relies on APIs that are
only available in openssl 1.1. Ubuntu 17.04 will ship with openssl 1.0,
not 1.1.
