I found this issue happens in some cases after doing that procedure. My environment: Ubuntu Gnome 17.04 Japanese (JP) keyboard layout Precondition: All Settings > Language Support Then configure Japanese and then click "Apply System-Wide". OK: 1. Logged in state 2. Lock screen (Super + L) 3.

Ubuntu 16.10 (yakkety) reached end-of-life on July 20, 2017. However, in 17.10 it appears you can go to: All Settings > Language Support Then configure your preferred language and then click "Apply System-Wide". If this does not work, then please upgrade to a supported Ubuntu version before
