You should start a new bug about pictures, commenting here will do

while Pictures folder is NOT empty.

bypass suggested by corradoventu works also for me
copy .local/share/zeitgeist from another installation.
now zeitgeist starts and dash is filled for applications. still empty for
pictures.

Security & Privacy shows Security, Files&Applications,Search,Diagnostics.
Dash is filled correctly.
.local/share/zeitgeist is NOT empty. Zeitgeist starts ok

Still having the problem with new install from: Ubuntu 17.04 "Zesty Zapus" -
Alpha amd64 (20170224)
Security & Privacy in System Settings takes many seconds to start (System
Settings windows becomes gray) and only displays the Diagnostics tab. Directory
.local/share/zeitgeist is empty. Zeitgeis
I have Security & Privacy in Unity Control Center but it only displays
the Diagnostics tab.
Also no problem with searching it works fast for me. But that's the only
thing that works currently in Dash. All lenses display absolutely
nothing if you didn't type in search field.

This is not a new bug in Kylin and its worst in try Ubuntu. Searching
Gparted in the installer takes lots of time. We must play with search
parameters in dash (exit a few times) to recover functionality.
Privacy settings were removed 2 months ago and because of that Dash has
got abnormal behavior
