This should be a non-issue any as soon as lp:~mzanetti/unity8/launcher- hover-scrolling and lp:~mzanetti/unity8/launcher-scrollwheel land. The scrollwheel will cycle between app windows instead of actually scrolling the panel while the panel will autoscroll on mouse hover like unity7 does.
