[FFe] Update ubuntukylin-theme to 1.7.0
To
I tweaked the changelog entry slightly to be more clear and uploaded to
zesty.
I am unsubscribing ubuntu-sponsors now. Feel free to resubscribe if you
have something else that needs sponsoring.
The upload will need to be manually approved by an Archive Admin because
we are past Final Beta.
When you have a package ready for upload to Ubuntu but you don't have
upload rights for it, please subscribe ubuntu-sponsors. I did that for
you on this bug.

Since UKUI desktop environment has already put in ubuntu archive, ukui-
theme and ukui-icon-theme needed to add in the system.
It's currently being staged on the ppa:
