This is caused by a change in the new TZ as reported at [1]. A fix is provided in [2] but required a small change for the first chunk to apply cleanly - see attached debdiff.
Other option is to sync the newest version, 8.28-1 [3,4], which includes the fix upstream and builds cleanly.
