I've re-reviewed gnome-control-center since I mixed it up with gnome-
settings-daemon before, and since there had never been a MIR in the past
(although it was in main before); MIR approved.

Please re-enable unit tests and make sure they fail the build if they
fail. The open bug as a rationale for disabling tests seems like
something that should be quite easy to fix, even if the fix is to remove
that test as a distro patch.
