Public bug reported:

When I trying to install local deb package via Gnome Software, nothing
happens.

I to click "Install" button repeatedly but still nothing happens.

If I do this via command dpkg -i - all works fine.

Test Case:

Download any deb package and open via Gnome Software. Then click install
button

1) Ubuntu 17.04 x86_64
2) 3.22.7-0ubuntu3
3) Deb package successfully installed
4) Nothing. Deb package not installed. Click on button does not five a result
