Thank you for taking the time to file a bug report. It looks like you have an old libmysqlclient-dev package installed, which is colliding with the package found in 17.04. It would be good to know how that older package got installed in the first place since your install looks like a fresh 17.04 and not an upgrade. In either case if you remove that package it should help you make more progress to get past this issue. Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.
