From a quick search it looks like that is not from Ubuntu and someone had a similar issue here: https://answers.launchpad.net/ubuntu/+source/apt/+question/284708 Take a look at that resolution and try that. Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.
