I wonder... is this just the system refusing/failing to report bugs for a system that is missing updates? If so, the system should obviously be telling the user. What if you have a fresh installation and fully update it without rebooting. Apparently this only lasts until the second boot. I reproduced it again using the image from 2017-06-16. Installed from live system, booted into installed system, immediately opened terminal and ran `ubuntu-bug gnome-shell`. I can't reproduce this problem. The command just works on a freshly installed artful system. What image (date) are you using?
