We don't use those template scripts anymore and foreign architecture was
never really supported in the first place (and indeed inconsistently
between templates).

Looks related to bug 1671990 but it's marked as invalid. However, I'm
not running lxc-create inside another container. It is under qemu-user-
static though.

while the same architecture under Ubuntu using zesty creates without
errors.
Might be related to another bug that was marked invalid but I don't know
how this differs from using the Ubuntu versus the Debian templates
