I confirmed on artful.
It seems that LANG and LANGUAGE are setted when source /etc/default/locale to
check blacklist.
However LANG and LANGUAGE are not clear even if locale is blacklisted, just "do
not export it".
Therefore LANG and LANGUAGE are remained sourced value from
/etc/default/locales.
