Public bug reported:

New laptop with Windows 10 preinstalled.  I created a partition and
installed Ubuntu 16.04 as dual-boot which worked, until Windows 10 ran
some updates and I lost the boot menu.  So I cleared the partition, and
now every time I try to reinstall Ubuntu desktop it fails when trying to
create the GRUB menu and I can not continue.
