Public bug reported:

On Ubuntu MATE 17.04 and 17.10 :

Open Firefox, A terminal and any other program you want, then open also the 
sound settings.
Then hit CTRL + ALT + D to hide all windows, after that, use ALT + TAB to go 
through the window list and select your terminal window, and release.

Expected behavior: only the terminal should be un-minimized.

Actual behavior: the terminal and the sound settings window are un-
minimized.

If you open other settings windows from the control center, those
windows are raised as well.

Not sure if the fault lies in Marco or m-c-c, but the bug does not
happen when using Compiz instead of Marco.
