What will the install time journal get us that is not in syslog and
ubiquity's debug log? Are there issues that we are having a hard time
debugging that the install time journal will fix? I ask as I'm trying to
judge the usefulness of fixing this.

Did the persistent journal get enabled by default? Last I checked, we
did not do that and just left the on disk logging to rsyslogd still.
