this isn't backported in hirsute or impish, as those both already have debhelper 13, though it's 13.3, not 13.5. I'll mark those releases as wontfix, but if the 13.5 (or newer) version is needed in hirsute and/or impish, feel free to reopen them and/or upload backports.
