currently install python-ibus from trusy-update will solve the problem. i download one from https://launchpad.net/ubuntu/trusty/amd64/python- ibus/1.5.5-1ubuntu3.2, and install the deb with dpkg, and sunpinyin setup window will show. but i think ubuntu 17.10 should include this package by default.
