I have found a solution that at least worked for me.
I do not claim that this is the absolute end-solution for this problem and it 
would like Timo to have a look on it to confirm that this is the way to go.

As I mentioned above is the guest user working without any problems.
What differs between my not working user and the guest user might cause the 
problem.
So I started comparing and found that ~/.cache/compizconfig-1/core.pb is only 
82 bytes while the same file for guest contains 4237 bytes. My original core.pb 
is nearly empty.

What I did was the following:

- first make a backup of ~/.cache/compizconfig-1/core.pb You can now always 
revert the change
- su root
- copy core.pb to your own home dir to ~/.cache/compizconfig-1/core.pb
- chmod the file to your user
- reboot

All went working again. I can use the unity launcher again. Perfect!

It is clear to me that is not the entire solution. The file might have
been corrupted by an update and might be corrupted again. So the fix
needs to correct the damaging part and also load the correct config. At
least I have found a temporary solution and I'm very happy with it
because I can use my computer again. I was forced to use Windows and
that was no fun.

This is an amazing bug trail! A lot has been done and @Timo, thanks for the 
work so far.
I have an update that might help.

I have 2 laptops, a ASUS and a Lenovo. They both had the issue.
I did a reinstall of Ubuntu 16.04 on the Lenovo keeping the home folder. First 
I had the "no launcher problem" again but after update and reboot it suddenly 
worked. The the ASUS laptop got the same issue. I have now 2 laptops one 
working and one not, with the same software but apparently different settings. 
I saw the status being set to "Fix released" and assumed that just 
update+upgrade would bring in the fix.


My versions are on both computers:

$uname -a
  4.4.0-116-generic

$apt policy libgl1-mesa-dri
libgl1-mesa-dri:

The not working laptop (ASUS) was switched from the NVIDIA driver to the
X.org X server just before the trouble started.

There is an odd way of bypassing this bug:

Go to the background image and right click and select: "Change Desktop image" 
You don't want to do this but select: "All Settings".
Select: "User accounts". Create a new user. In my case the guest user. 
(standard, non admin)

At least in my case I can use the newly created user WITHOUT ANY PROBLEMS.
The newly created user can see and use the launcher. In this way I can at least 
use the computer.
At least it is a temporary fix.

The I started looking for differences between my normal user and the new guest 
user.
It is possible to ctrl-alt to a different tty and log in as a different user.
Some config must different and make sense but hard to compare and I do not know 
where to look.
So far I only found that the .Xauthority file of both is different. The have 
the MIT-MAGIC-COOKIE setting with different settings. Removing the .Xauthority 
file will have the file recreated but does not help in fixing the problem.

Please let me know how I can compare both users and where to look.

I seems the bug returned in March. After not rebooting my laptop for 10
days, unity doesn't start and the same segfault in libcompizconfig.

For me returning to low graphics mode seems the best workaround for now.

Another problem occurred : serious inconsistencies in the i-node table
causing a crash and a grub-rescue error. Eventually I reverted to ISO
release. Maybe later, I'll try the release 16.04.4...

My Unity Launcher now works after installing the January 17, 2018 update
from the Software Updater(gnome-software).

I'm a newbie so I wasn't able to use the fixes noted in the other
comments but after the install, I clicked on the side panel and the
Dash, File Manager, Chromium browser and the suite of Libre Office tools
all worked.  The Launcher seems stable and doesn't flicker off and then
on.  Also I can go to the wheel at the top right and shutdown the
computer now.

I have a Toshiba Satellite M645 (2011)
Intel Core i5 CPU, 64 bit OS
Ubuntu 16.04.3 LTS

THANK YOU, Timo and all who tested this fix.  I appreciate all the work.
The good outcome of this, for me, was that I learned to use terminal
commands rather quickly! I now really appreciate the GUI interface.

Somehow I can't repro the bug although I removed all the ppa / proposed
repositories. Maybe I need to add them again and purge them to make sure
I removed the packages and not only the pointer to the repository?

So - I was under the impression that the fix did make it to xenial-
updates (although I haven't touched the the tags / bug status :))

I installed the libgl1-mesa-dri package from the paulo-miguel-dias
repository, now everything seems to work fine, unity desktop. I haven't
tried blender.

I'm running Ubuntu 16.04.3, my Unity was crashing in a similar way as it
was originally described in this bug. Installing libgl1-mesa-dri/xenial-
proposed fixed the issue. However, today, I tried to install Steam and
it failed, at least partially, because the system is not being able to
install libgl1-mesa-dri:i386 and libgl1-mesa-glx:i386. This seems to be
related to the installation of libgl1-mesa-dri/xenial-proposed.

These are the messages I see in the terminal when trying to open Steam
for the first time:

glitches (at least) in blender 2.79 (from the official website), and in the

tumiki-fighters and torus-trooper.

It looks like a wireframe being drawn on top of some elements on the

Proposed fixed the issue of compiz crashing on my machine (Dell Latitude
e5410). Thanks for that. But there is now an issue with video playback
on VLC media player (ver 2.2.2-5ubuntu0.16.04.4). The video hangs every
few seconds. It is only an issue with VLC though as video playback works
fine on other media apps. Tried reinstalling VLC and it still doesn't
work.

I was wondering if others are experiencing the same thing?

Installing stock hwe stack on 16.04 worked for me (#30). Thanks a lot!

I couldn't use my sidebar. When I hovered with my mouse over the sidebar
or clicked on one of the icons everything disappeared except for the
background picture and then the windows and sidebar came back
immediately but no program was opened. I also could not
reboot/shutdown/logout using the graphic menu.

Running an Acer Aspire 5332 with 16.04 pretty much a fresh install from
last week.

The patch did fix the problem, eventually, but on the first boot none of
the X clients connected to the display, so all I had was a mouse
pointer.

logged in via Alt-F1 console and ran an Xterm with :0 DISPLAY env var,
but that didn't connect (although it showed no errors on stderr).

Then rebooted once more, and it all started working OK.

So - if it doesn't work first time, you might want to try another
reboot.

P.S. love all the "dependency" problems above - NOT - oh for the good
old days where libraries had fixed API's and you could mix and match
different version.

As per XXX, after temporarily removing /etc/apt/preferences.d/proposed-
updates, the update installed and so far it seems to be working.  It
still takes a very long time to get to the desktop after logging in
though.

I did not realize that the -dev packages were also updated and in the
proposed repository.  I understood from a post above that everything
would be pulled in when the libgl1-mesa-dri package was updated.  I did
look for -dev updates but I could not find a way to see any of the
packages themselves on archive.ubuntu.com

Everything installs with no dependency issues now although working the
mesa based graphics hard can still cause some problems, but no more than
on other systems built before 1/4/2018.

The compiz issue is resolved but the fix breaks other dependencies and
software (ROS for example)

Just upgrading libgl1-mesa-dri from ...16.04.2 to ...16.04.3 gives
dependency errors when installing other packages such as libegl1-mesa-
dev:

libgl1-mesa-dri/xenial-proposed, temporarily remove the file 
`/etc/apt/preferences.d/proposed-updates`

Add that file again afterwards to prevent upgrading all packages in proposed.

I was affected by the regression introduced in mesa
17.2.4-0ubuntu1~16.04.2:amd64 in xenial-updates. After testing the
packages 17.2.4-0ubuntu1~16.04.3:amd64 in xenial-proposed the regression
is fixed.

I'm using ubuntu 16.04 hwe with kernel 4.13.0-26-generic.
My graphic card is "4 Series Chipset Integrated Graphics Controller" by Intel

I got it to work, and it fixes my problem with the launcher resulting in
an unknown file error on /usr/bin/compiz.

Go to Software & Updates via command line
ubuntu-software &
and selecting it from a list of apt applications.

Use Developer Options to enable xenial-proposed.

Then run command line:
sudo apt-get install libgl1-mesa-dri/xenial-proposed

This installed it for me.

you need to ppa-purge all extra ppa's, and then try again

or just run 'sudo apt update && apt upgrade' after enabling -proposed,
that should work on top of my ppa (but not padoka's, since it has 17.3)

There's no way to withdraw an update other than by dropping the
offending patch, but since I already have a replacement available we
should test that instead.

And now that the PPA builds are finally back, please test this one on
xenial:

sudo apt-add-repository ppa:tjaalton/ppa && apt update && apt upgrade

but if you have the padoka ppa enabled, it needs to be removed first:

sudo ppa-purge ppa:paulo-miguel-dias/pkppa

and if you installed stock xenial xorg stack, reinstall -hwe-16.04 by:

sudo apt install --install-recommeds xserver-xorg-hwe-16.04


remember to reboot or at least log out after installing the new mesa from my ppa

Timo's solution resolved the problem, but introduced another one:
programs launcher doesn't respect the choice of workspace and it's impossible 
to go from one program to another through launcher - must select a workspace 
where the program is.

after reboot the problem is steel here. I'm on ubuntu 16.04 on Acer Aspire 
7715Z.
I executed the command #30 twice and rebooted twice too.

PPA builders are unfortunately still offline because of SPECTRE :(

One quick workaround for this issue is to downgrade to stock 16.04
xserver and install x-x-v-intel:

sudo apt install --install-recommends xserver-xorg xserver-xorg-video-
all xserver-xorg-input-all xserver-xorg-video-intel

that should do it.. it'll remove a bunch of packages named -hwe-16.04
and replace them with the stock packages.
